a natural or legal person, not being a network operator, that in accordance with article 26ad, paragraph 6 or article 26ae, paragraph 7 of the Dutch Electricity Act 1998 or article 13d, paragraph 6 or article 13e, paragraph 7 of the Dutch Gas Act installs measuring equipment at a small-scale use connection based on a request of the small-scale user and that has been recognised in accordance with appendix 4 of the Metering Code Electricity and/or appendix 3 of the Metering Code Gas - DSO
