the total necessary exit capacity for the exit points linking the national grid and a distribution network, as determined annually in the planning cycle of the network operator of the national grid and which is equal to the exit capacity necessary on a day under circumstances as described in article 2, paragraph 1 of the Decision on security of supply (Besluit leveringszekerheid Gaswet)
