GTS finalizes IP2024

On April 5, GTS finalized its final investment plan.

The investment plan describes and substantiates GTS's expansion and replacement investments for the next 10 years. The investment plan is reviewed by both the Ministry of Economic Affairs and Climate (EZK) and the Netherlands Authority for Consumers and Markets (ACM) before GTS proceeds to finalization. EZK tests whether sufficient account is taken of developments in the energy market and the ACM tests the usefulness and necessity of the investments. To this end, GTS submitted the draft IP2024 to both EZK and the ACM on January 2 and both completed the review positively last week. The final IP2024 was finalized with no changes from the draft IP2024.

Security of supply and sustainability investments

The European gas market has changed significantly as a result of Russia's invasion of Ukraine. Traditional east-west gas flows have now reversed to west-east, with the role of LNG increasing significantly. To facilitate this new reality in a reliable and efficient manner, GTS needs to invest in multiple compressor stations and network expansion to accommodate the development of the fourth LNG tank at GATE Terminal.

Such additional LNG import capacity is crucial for Northwest European security of supply. Not least because gas production in Groningen has ceased. GTS has contributed to bringing production levels down to zero in several ways including the recent, step-by-step completion of nitrogen plant Zuidbroek II.

At the same time, more and more concrete steps are being taken in the field of energy transition. To facilitate the growing demand from green gas importers, GTS is investing in green gas gathering pipelines and boosters in the coming period.

In addition, GTS's investments are being influenced by new legislation. An example of this is the expected EU Methane Regulation, which requires parties in the gas sector to limit methane emissions as much as possible. In this context, GTS anticipates potentially significant investments in the coming years.

GTS adopts a new investment plan every two years. The next draft investment plan, the draft IP2026, is expected to be published in January 2026. In the event that investments occur in the intervening period that are not included in IP2024, GTS will submit these investments to the market, EZK and the ACM through an addendum to the current IP2024.
